One minor change should be safe belongs to the genre of famous last words, the sentence somebody says just before the thing it rules out happens. In software it usually precedes the incident channel: a config value gets bumped, a null check gets tidied, a package moves one patch version, and three services away a timeout assumption quietly stops holding. The words are right about the change and wrong about the system.
Version control history is full of commits like this, usually followed within the hour by a second commit carrying a much shorter message. It's a shirt for the engineer who wrote the first one, the reviewer who approved it because it was only three lines, and the on-call engineer who found out what minor meant. The overconfidence lives in the gap between writing a fix and watching the dashboards.
