Skeleton Crew
Skeleton crew is the old term from ships and armies for the fewest people who can keep an operation running. In software it is the team left in the week between Christmas and New Year, or in the middle of summer, when a change freeze is on and a single on-call engineer holds the pager. Enough people to keep the lights on, not enough to fix the reason the lights keep going out.
For developers who've covered for colleagues during vacation weeks that turned into incident weeks, and held the on-call rotation with half the normal team. Bare-minimum staffing is a capacity planning decision that only looks reasonable until something breaks at two in the morning. The bones are tired; the uptime is holding.
