The four bytes on the shirt are ASCII written in binary: 01000111 is G, 01100101 is e, twice, and 01101011 is k. Together they spell Geek, and the plain-English half finishes the sentence: if you can read this, you are too. The shirt only explains itself to people who already qualify.
If you decoded it before you read the rest, you already know you're the intended audience. For developers and programmers who spend enough time in base 2 to read it without thinking. Everyone else needed the paragraph above, which rather proves the point.
